Why it matters
The Data (Use and Access) Act 2025 raised the maximum fines for cookie and e-marketing breaches under PECR to UK GDPR levels: up to £17.5 million or 4% of worldwide turnover. The rules also changed: some low-risk analytics cookies no longer need consent, but advertising pixels still do. Many small company sites still load trackers before anyone clicks "Accept", or leave out the company number and registered office that the Companies Act requires.
